Ownership rights for a Party Wall demolished in NY

:   I own a 2 family semi-attached home in New York.  At this time, the new purchaser of the home attached to mine has decided to demolish their structure, thus exposing (and damaging) the party wall.  This has been done without my consent!  
: Is there somewhere I can find case law and my rights as a homeowner in this situation?  Do you know of any laws or cases that are applicable to my situation?  Or any strong ground that I may stand in my lawsuit, should I decide to go forward? I have found so much information on the 1996 Party Wall act, but it is not applicable to the US.  Please advise.
